Drill and tap the boom

I need (want) to install a small rope clutch on the boom for the external outhual.  Can I just drill and tap two 10-24 and screw the rope clutch or do I have to put in a backing plate inside the boom?

It does not seem easy to remove the end cap (near the goose neck and working down the inside of the tube.  Comments?

I have MKIII with a round boom.

Drilling and tapping should be more than enough. I opted for an internal outhaul; see Black Arts section. Cheers.
